Basic movement coordination
Participation discipline
Structured exposure to the game
Safe and regulated engagement
Certified competition does not operate at this stage.
The objective is controlled introduction and participation stability.
Development (Std 5–7)
Development formalizes structured progression within the school’s regulated training environment.
Participants advance based on defined participation and performance criteria.
Structured intra-school match exposure may occur within development standards, but certified inter-school competition eligibility begins only upon meeting stage criteria.

Certified Inter-School Competition (Std 8–10)
Certified Competition operates under uniform match formats, eligibility standards, and evaluation parameters defined by IPF.
Participating schools operate within standardized competition architecture to ensure consistency across institutions.
Certification applies only where framework conditions are met.

Girls Participation Framework
The Schools Program applies identical structural standards across boys and girls divisions.
Participation sequencing, progression criteria, and certified competition eligibility operate under the same framework conditions.
Inclusion functions through uniform structural application.

Institutional Alignment
Participating schools align football participation with defined progression sequencing and certified competition standards.
IPF establishes structural criteria and competition parameters.
Schools implement participation within those defined standards.
